Bharat Maritime Insurance Pool: India’s New Shield for Maritime Trade

India has taken an important step towards strengthening its maritime insurance system through the Bharat Maritime Insurance Pool (BMIP). The initiative has again come into focus in September 2026 as the government highlighted its role in protecting Indian shipping and cargo from risks arising from geopolitical tensions and disruptions along major sea routes.

What is the Bharat Maritime Insurance Pool?

The Bharat Maritime Insurance Pool is a domestic insurance mechanism created to provide marine insurance coverage for Indian-linked vessels and cargo.

It was approved by the Union Cabinet in April 2026 and launched in May 2026 with an underwriting capacity of US$1.5 billion (about ₹13,906.50 crore), supported by a ₹12,980 crore sovereign guarantee.

The pool covers important maritime risks, including:

  • Hull & Machinery
  • Cargo
  • Protection & Indemnity (P&I)
  • War risks

It covers Indian-flagged vessels, vessels owned or controlled by Indian entities, and certain cargo vessels travelling to or from India.

Why was BMIP needed?

A large share of India's international trade moves through maritime routes. During geopolitical conflicts and disruptions in important shipping corridors, war-risk insurance premiums can rise sharply, while insurers may also become reluctant to provide coverage for vessels operating in high-risk areas.

Such developments can increase the cost of shipping and ultimately affect international trade.

The government has therefore positioned BMIP as a mechanism for providing continuous and affordable insurance coverage and reducing dependence on foreign insurance providers.

How does it work?

BMIP operates through participation by domestic insurers.

Policies are issued by Indian insurers, while risks are collectively reinsured according to the commitments of pool members. According to the government's September 27 update, claims up to US$100 million can be settled through accumulated reserves, while larger claims can involve the sovereign guarantee mechanism.

The government reported that, as of September 7, 2026, the pool had issued 3,000 Cargo War-risk policies, 92 Hull War-risk policies and 3 Protection & Indemnity policies.
