CAFE-III Norms: India’s New Push for Fuel-Efficient Cars
India has notified a new set of Corporate Average Fuel Economy (CAFE) norms for passenger vehicles. The new framework will come into effect from 1 April 2027 and remain applicable until 31 March 2032. It is aimed at improving vehicle fuel efficiency, encouraging cleaner technologies and reducing energy consumption in the transport sector.
What Are CAFE Norms?
CAFE stands for Corporate Average Fuel Economy.
Instead of setting a separate fuel-efficiency target for every individual car, CAFE norms assess the average fuel consumption of a manufacturer's eligible passenger-vehicle fleet.
India introduced CAFE norms in 2017. The framework is designed to encourage automobile manufacturers to produce vehicles that consume less fuel and generate lower emissions.
What Has Changed Under CAFE-III?
The new CAFE framework will progressively tighten fuel-consumption targets during the five-year period.
The fuel-consumption benchmark will move from approximately 3.996 litres per 100 km in 2027–28 to 3.3273 litres per 100 km in 2031–32. This represents an improvement of about 16.7% over the period.
The new framework also adopts a more weight-sensitive approach. The reference vehicle weight has been increased from 1,082 kg to 1,229 kg. Heavier vehicles will consequently face greater fuel-efficiency requirements.
