UNSC Reform: Why India Wants a Permanent Seat
The United Nations Security Council (UNSC) is one of the most important institutions responsible for maintaining international peace and security. However, its present structure largely reflects the geopolitical situation of 1945, when the United Nations was created. With the world economy, population and political influence changing significantly, there is growing discussion about UNSC reform.
The issue has gained fresh attention in September 2026 after India held the first high-level V4+India meeting during the 81st United Nations General Assembly in New York. The Visegrad Group (V4) consists of Poland, Hungary, Slovakia and the Czech Republic. During the meeting, the four countries expressed support for India's permanent membership of the UNSC.
What is the UNSC?
The United Nations Security Council currently has 15 members. Five are permanent members — United States, Russia, China, France and the United Kingdom — and ten are non-permanent members elected for two-year terms.
The five permanent members have veto power, which allows any one of them to block a substantive resolution.
India argues that the current structure does not adequately represent today's world, particularly the interests of developing countries and regions such as Asia and Africa.
Why Does India Want Reform?
India has been demanding comprehensive reform of the Security Council for several years. Its argument includes India's large population, growing economy, contribution to UN peacekeeping and role in international affairs.
India has also been an important contributor to UN peacekeeping operations. According to India's campaign material for the 2028–29 UNSC election, the country has made nearly 300,000 deployments across around 50 UN peacekeeping missions over the years.
India is also part of the G4 grouping, along with Brazil, Germany and Japan. The four countries support each other's claims for permanent membership.
What Does India Propose?
India supports expansion of both permanent and non-permanent membership rather than simply increasing the number of elected members.
The G4 has proposed expanding the Council from 15 to 25 or 26 members, including additional permanent members. Its proposal also seeks better geographical representation, including greater representation for Africa and the Asia-Pacific region.
India has emphasised that reform should make the Security Council more representative, democratic, effective and responsive.
Why is the V4 Meeting Important?
The September 2026 V4+India meeting created a new platform for cooperation between India and four Central European countries. The countries also discussed defence, technology, space, connectivity, education and economic cooperation.
Slovak Foreign Minister Juraj Blanár said the V4 countries agreed that India should have a permanent place on the Security Council. However, this support does not itself change the composition of the UNSC; reform requires wider international negotiations and agreement.
